GTA Online Bounties Stuck at 23/24? Rockstar's Criminal Scheduling Department Is a Fucking Circus

Stuck at 23/24 bounty targets in GTA Online? Your final target probably hasn't vanished. Standard targets rotate approximately every 48 real-world minutes, while Most Wanted targets change daily. Find out which criminal you're missing, check the correct rotation and capture them alive.
However, if you've already captured that target alive and Career Progress refuses to count it, you might have a tracking bug. That's a different problem, and waiting won't necessarily fix it.

How to find your missing bounty target
Bottom Dollar Bounties has 24 distinct targets: 18 Standard and six Most Wanted. The relevant Tier 4 Career Progress challenge requires you to capture every one alive.
Fortunately, GTA Online tracks the individual names, although it doesn't exactly advertise where to find them.
Open the Pause Menu → Career → Career Progress.
Select Bottom Dollar Bounties → Tier 4.
Expand the challenge requiring all targets to be secured alive.
Check which name remains incomplete.
Career Progress is available on PS5, Xbox Series X|S and PC Enhanced.
Now you know who you're looking for. Unfortunately, knowing someone's name doesn't mean Rockstar will let you arrest them.
Standard vs Most Wanted: Two different rotations

The 48-minute timing comes from established community experience and specialist documentation, rather than a newly confirmed Rockstar specification.
Colby Wright is a Standard target. If he's your final criminal, check the Bail Office computer after each Standard rotation. You could encounter him during the same playing session, although there's no guarantee.
Omar Garcia is a Most Wanted target. Checking every 48 minutes won't help because his availability follows the daily schedule.
You could spend six hours changing sessions, refreshing the computer and threatening the monitor. Omar would remain entirely unaffected because you've been checking the wrong category.
There's something magnificent about this arrangement. GTA Online lets you operate a criminal empire involving drugs, weapons trafficking and bank robberies. You can own enough military hardware to occupy a small country. Yet completing your bounty-hunting career eventually reduces you to sitting behind a desk, waiting for a criminal to appear on a government computer.

Shouldn't all six Most Wanted targets appear within six days?
You'd think so. Six targets, one per day, six days. Unfortunately, the daily schedule doesn't guarantee that every target appears within six consecutive days. Names can repeat before the person you're waiting for becomes available.
Even checking for an entire week without finding Omar Garcia doesn't automatically mean your game is broken. Apparently, the man is simply better at avoiding arrest than everyone else in Los Santos.

Will changing sessions or characters help?
There's no reliable evidence that switching GTA Online sessions forces a new selection of bounty targets. The pools follow timed rotations, so hopping between public and invite-only sessions isn't a proven shortcut.
If you happen to discover a different target after switching, the normal rotation may simply have occurred in the meantime.
Characters also have separate Career Progress tracking. If one character needs Omar Garcia and another needs Colby Wright, each must complete the appropriate challenge. Don't assume catching someone on one character finishes the other's checklist.
The sensible approach remains checking the correct rotation. Shooting the Bail Office computer isn't a recognised alternative, unfortunately.
What if you captured the bounty alive but still have 23/24?
Now we're dealing with something potentially more serious. If the correct target appeared, you captured them alive and Career Progress still shows them as incomplete, the problem may involve registration rather than availability.
Players have historically reported Bottom Dollar completions failing to register, sometimes even claiming previously completed alive captures lost their status. That doesn't prove every historical bug remains active today.
Before contacting Rockstar:
Verify the target's name against your missing Career Progress entry.
Confirm the capture was alive. Dead targets don't satisfy this challenge.
Recheck the individual completion, rather than only the 23/24 counter.
Allow the game to save, then reopen Career Progress.
Contact Rockstar Support if it remains incomplete, preferably with screenshots, the target's name and your platform.
You can attempt the bounty again when it returns, but there's no guarantee that repeating it will fix a genuine tracking failure.
That's what makes this particularly irritating. You could deliver the criminal practically gift-wrapped in handcuffs while Career Progress insists you've never met the bastard.
Is completing all 24 bounties worth it?
Securing every target alive contributes to Tier 4 Career Progress rewards, including the Canis Castigator, GTA$250,000 and RP. However, capturing all 24 is only one requirement, so finishing it doesn't automatically complete the tier.
If you're mainly interested in money, you can continue running available bounties instead of obsessing over one missing name. October 2026's doubled bounty rewards make regular hunting more attractive, although those bonuses are temporary.

If you're stuck at 23/24, find the missing name, follow its rotation, capture it alive and check that it registered. If the completion still refuses to count, your real target may be Rockstar's accounting department.
