Fallout 76 Infestations Not Spawning or Instantly Clearing? You’re Not Alone

Yes. Fallout 76 Infestations are currently bugged for some players. The three problems being reported over and over are Infestations barely appearing, appearing and then instantly completing themselves, or getting all the way through the normal enemy-clearing stage before the boss simply fails to turn up.
There is no verified universal fix right now.
Server hopping can help you find another Infestation. Private Worlds might improve your odds, but players have reproduced the problems there too, so I wouldn't call that a fix unless we've dramatically lowered the definition of "fixed".
And unfortunately, nobody has established what is actually causing it yet.
Which would already be irritating enough if Fallout 76 wasn't currently asking people to complete seasonal objectives inside the thing that's broken.

Sometimes the Infestation barely exists long enough to infest anything
The weird part isn't one specific bug. It's that Infestations seem to have developed several different ways of avoiding work.
Some players simply don't see them for hours. One October 6 report came from somebody who says they managed one usable Infestation during an entire week of playing two or three hours every night.
That's an impressive level of scarcity for an activity the game currently wants you to participate in.
Then there are the Infestations that actually appear.
You see the notification. Excellent. Finally.
You open the map, start heading over and somewhere between noticing the event and actually arriving, Fallout 76 apparently decides everything has been dealt with.
Infestation complete.
By whom?
No idea.
Perhaps Appalachia has finally discovered local government.
This isn't just one player claiming they missed an event while making coffee. Multiple players have reported Infestations disappearing within seconds, and one of the incidents has been caught on video. Reports also exist from Private Worlds, which matters because "another player completed it before you arrived" obviously stops explaining things once there aren't any other players around.
And then we get my favourite version, because apparently the first two weren't confusing enough.
You reach the Infestation. You kill the enemies you're supposed to kill. The encounter appears to be progressing normally.
Then the boss never arrives.
That's particularly useful because the boss is where the important reward part lives. Infestation bosses are supposed to be a source of 4-Star Legendary gear and exclusive mods.
So the event can successfully spawn, send you somewhere, make you kill everything and then break immediately before paying you.
At least a dodgy contractor normally waits until you've finished the kitchen before disappearing with your money.
The current Slasher challenge turns an annoying bug into an actual problem
If Infestations were just another random activity occasionally behaving like it had been assembled behind a pub, this would mostly be funny.
The Slasher event changes that.
Pint-Sized Phantoms can appear during Infestations, and the current weekly challenge asks players to kill 20 Pint-Sized Phantoms during an Infestation.
So now you've got people actively looking for an event which might not appear for hours.
When it does appear, it might immediately delete itself.
And if it survives long enough for you to actually participate, the boss or encounter progression can still fail anyway.
It's difficult to complete a challenge inside something that behaves less like a public event and more like a cryptid sighting.
Obviously weekly challenges rotate, so that particular objective won't remain forever. The underlying problem does. Infestations are part of the current Slasher content and still carry their own rewards, so players need them to work regardless of what happens to be sitting on the challenge board this week.
Server hopping is probably your least terrible option
If you've been sitting on one server for ages and no Infestation appears, changing servers is worth trying.
Players have successfully found active Infestations this way, and realistically there isn't much point staring at the same map for another hour hoping the server suddenly remembers its responsibilities.
What server hopping doesn't do is actually fix Infestations.
You might land on another server with a working one.
You might land on another server where it disappears.
You might find one and still lose the boss.
You're basically changing restaurants because the kitchen in this one is on fire. The next restaurant might serve dinner. That doesn't mean switching restaurants repaired the oven.
Still, if your immediate goal is simply to find a functioning Infestation, hopping worlds makes more sense than remaining loyal to a server which has already demonstrated that it couldn't organise an infestation in a radroach nest.

Private Worlds aren't the magic answer either
This one is already starting to creep towards "community fix" territory, so it's worth being very clear.
Private Worlds are not a verified fix.
Some players say they've had better luck there. That's useful to know, and if you already have access to a Private World, sure, try it.
But other players have reported Infestations auto-completing there too. There are also reports of Private Worlds going long stretches without producing one.
So "use a Private World" currently belongs under things worth trying, not things that solve the problem.
There is quite a difference.
If you try a Private World and immediately get a working Infestation, fantastic. You have successfully found a working Infestation.
You haven't discovered penicillin.
This is how weird gaming folklore starts. One bloke changes servers, stands backwards near a railway station and gets three Infestations in twenty minutes, and by Thursday Reddit has invented an ancient summoning ritual involving Private Worlds, crouching and the moon.
For now, don't give it that status.
We don't actually know why this is happening
There are theories.
NPC cleanup. Server state. Spawn behaviour. Something elsewhere in the world interfering with the encounter.
Maybe one of those explanations eventually turns out to be right.
At the moment, none of them has enough evidence behind it to write this is what causes Infestations to instantly complete with a straight face.
And I think that's important here because the bug itself is already well supported. We don't need to decorate it with imaginary certainty.
Something is broken.
Players are repeatedly seeing the same handful of failures.
That's enough.
Knowing which specific collection of Bethesda plumbing has backed up can wait until somebody actually proves it.
Has Bethesda fixed it?
Not this particular problem, at least not yet. Bethesda has fixed previous Infestation bugs. Earlier fixes dealt with things such as bosses appearing as normal enemies and encounter notifications showing up too late. But current reports of instant completion, very low availability and missing bosses are appearing after those fixes.
So if you come across somebody saying "Infestations were fixed", there is a fairly important missing word in that sentence.
Some Infestation bugs were fixed.
These ones apparently weren't.
As of October 6, there also doesn't appear to be an official Bethesda acknowledgement specifically explaining or resolving the current instant-clear and missing-boss behaviour.
Until that changes, the practical advice is horribly unexciting.
If nothing appears for ages, try another server.
If you have access to a Private World, it's worth trying, but don't expect immunity from the bug.
If an Infestation immediately completes itself or reaches the boss stage and then stops, there currently isn't a proven trick that reliably brings it back.
Move on.
Because once an event has successfully forgotten its own boss, you're no longer troubleshooting it.
You're arguing with a malfunctioning piece of Appalachia that has already signed its own completion paperwork.
