Mafia III: How to Divide Your Criminal Empire Without Getting Murdered by Your Own Underbosses

The safest way to divide Mafia III's criminal empire is to give Cassandra, Vito and Burke three districts each. Assign both rackets in every district to its intended owner, avoid taking territory away at sitdowns, and complete their loyalty missions. For the best combat-focused setup, give Vito two $140,000 districts. That pushes his maximum earnings to $380,000, enough to unlock his elite four-man hit squad without leaving either of the others short on territory.
It's a remarkably delicate arrangement for an organisation whose usual method of resolving disagreements involves shooting somebody through a restaurant window. And the game makes it surprisingly easy to cock up.

Before trusting Vito with half your criminal ambitions, perhaps find out whether the entire game deserves your time. Our Mafia III: Definitive Edition review examines the brilliant story, brutal combat and repetitive racket warfare waiting between Lincoln and his empire.
The Best District Allocation in Mafia III
New Bordeaux has nine districts. Cassandra starts with Delray Hollow, Vito controls River Row, and Burke gets Pointe Verdun. Each is worth a maximum of $100,000 in racket earnings. That leaves six districts to distribute. Three are worth $120,000 each, while the remaining three are worth $140,000.
Here's the allocation we'd recommend for keeping everyone loyal while prioritising Vito's combat upgrades.
District | Max earn | Underboss |
Delray Hollow | $100,000 | Cassandra (starting) |
River Row | $100,000 | Vito (starting) |
Pointe Verdun | $100,000 | Burke (starting) |
Barclay Mills | $120,000 | Cassandra |
Southdowns | $140,000 | Cassandra |
French Ward | $140,000 | Vito |
Frisco Fields | $140,000 | Vito |
Downtown | $120,000 | Burke |
Tickfaw Harbor | $120,000 | Burke |
Once their rackets reach maximum earnings, Vito will have $380,000, enough for his $370,000 elite hit squad. Cassandra will have $360,000, unlocking most of her weapon and support upgrades, while Burke's $340,000 includes his five-minute police-dispatch ability.
The individual district names aren't especially important. Giving Vito Southdowns and French Ward instead of French Ward and Frisco Fields achieves the same financial result. What matters is that he receives two $140,000 districts.
There is also a perfectly fair alternative: give everybody one $120,000 district and one $140,000 district. All three finish with $360,000. Lovely. Everyone gets precisely the same amount, nobody can accuse Lincoln of favouritism, and all three end up $10,000 short of their $370,000 upgrades. You've successfully brought equality to organised crime. Unfortunately, you've also made it slightly worse.
The figures above represent maximum earning potential, not instant income. You'll need to develop the rackets, including completing the relevant trafficking missions, before those figures are reached.

The Racket Mistake That Can Turn Your Underbosses Against You
Every district contains two rackets. As Lincoln captures them, he temporarily assigns each operation to an underboss. After taking over the district, a sitdown determines who gets permanent control of the whole territory. Here's the problem: the game lets you give a racket to one underboss and later award its entire district to another.
Imagine Cassandra has just received a profitable racket. She's presumably pleased. Things are going well. Lincoln then walks into the next sitdown and announces that, actually, Vito will be taking the entire district. Cassandra loses her racket. Now, considering she's helped Lincoln wage a small war against practically everyone in New Bordeaux, she might reasonably have expected something better than being told to hand over her business and fuck off.
Taking rackets away damages loyalty. It can also reduce an underboss's earnings and remove benefits they'd previously unlocked. Do it repeatedly, and the problem can escalate beyond an awkward conversation at the next meeting. An underboss who turns against Lincoln cannot be brought back into the organisation.
The solution is to decide who will ultimately receive a district before capturing its first racket. Give that person both operations, then confirm their ownership at the sitdown. You don't have to follow the same rigid district order throughout the campaign. Just make sure your temporary assignments agree with your eventual decisions.
One reassignment doesn't automatically cause betrayal. The game considers an underboss's wider relationship with Lincoln, including earlier territorial decisions. But it's an unnecessary risk when you're deliberately trying to keep the entire gang together.

Which Underboss Deserves the Best Districts?
The most valuable territory should go to whoever provides the benefits you actually use. And although all three offer worthwhile services, Vito makes a particularly convincing argument if your approach to Mafia III involves a great deal of gunfire and a somewhat optimistic relationship with cover.
Vito: Best for Health and Armed Backup
Vito's associates provide health upgrades, adrenaline improvements, cash collection, enemy information and armed reinforcements. His important earning milestones include:
Earn | Reward |
$60,000 | Additional health bar |
$140,000 | Reveal enemies and collect kickback |
$270,000 | Another health bar |
$320,000 | Adrenaline shots restore full health |
$370,000 | Elite four-man hit squad |
$420,000 | Final maximum-health upgrade |
The health improvements are useful throughout the game, but it's the $370,000 hit squad that makes Vito our preferred candidate for the richest districts. Four heavily armed men arriving to help Lincoln can substantially improve his odds in a difficult firefight. Particularly when a carefully planned operation has deteriorated into Lincoln hiding behind a car while half of New Bordeaux attempts to murder him.
There is something deeply satisfying about solving that situation by introducing four additional men who are equally enthusiastic about murder, but conveniently on your side. And because Vito can reach $380,000 with three districts, you don't need to starve Cassandra or Burke of territory to get them.
Cassandra: Best for Weapons and Enemy Disruption
Cassandra supplies weapons, ammunition, improvements to gun handling and abilities that interfere with enemy communications. Her upgrades include improved accuracy at $60,000, greater weapon stability at $220,000 and faster reloading at $370,000. She can also arrange for enemy phone lines to be disabled, preventing calls for reinforcements.
Cassandra is an excellent choice if you prefer handling fights yourself. Better weapon control and faster reloads are immediately useful when the shooting starts, while cutting communications can stop a manageable encounter from becoming a small military invasion. If you value those advantages more than Vito's backup squad, give Cassandra the two $140,000 districts instead. You won't be making a mistake. You'll simply be choosing a different kind of advantage.
Burke: Best for Police and Vehicles
Burke provides vehicle delivery, explosives, car-theft abilities and perhaps the most delightfully corrupt service in New Bordeaux: persuading the police to stop caring about what Lincoln is doing.
At $140,000, he can arrange two minutes of police-dispatch protection. At $320,000, that increases to five minutes across all police zones. His $370,000 reward allows occupied vehicles to be stolen without attracting attention, while $420,000 unlocks ten minutes of police-dispatch protection.
Five minutes is already an extraordinary amount of time to enjoy police indifference in a city where Lincoln's preferred method of parking occasionally involves driving through somebody's front door. With our recommended allocation, Burke reaches $340,000 and secures that five-minute benefit. Unless you're particularly interested in his higher-tier vehicle abilities, there isn't much reason to deny Vito a more valuable district just to push Burke to $370,000.
How to Keep All Three Underbosses Loyal
A 3-3-3 distribution is the safest general strategy, but don't mistake it for an invisible loyalty shield. The underbosses remember how Lincoln treats them. Territory matters, but so do confiscated rackets, completed support missions and the pattern of decisions leading up to the final distribution.
If Cassandra has spent half the campaign watching Vito receive everything while she gets occasional assurances that her turn is coming, handing her two districts near the end shouldn't be treated as a guaranteed cure. You want to keep the relationship healthy throughout the campaign.
That means following a few habits:
Spread district awards reasonably throughout the story. Don't repeatedly neglect the same underboss.
Keep rackets with their intended permanent owner. Avoid taking back territory you've already promised.
Complete available loyalty and trafficking missions. These support the underbosses and help their rackets reach maximum earnings.
Watch for deteriorating relationships. Reduced kickback payments can indicate that an underboss isn't especially delighted with Lincoln's leadership.
There isn't a reliably established universal numerical loyalty threshold that allows you to calculate exactly how many insults, confiscations and disappointing sitdowns somebody will tolerate. And frankly, given that these people command armed criminal organisations, treating their patience as an unlimited resource seems rather optimistic.
The balanced allocation is prevention, not a guarantee that earlier damage will disappear.

Can You Unlock Every Underboss Upgrade?
No, not while sticking to three districts each. The arithmetic is simple. Every underboss starts with a $100,000 district, and the two richest additional districts are worth $140,000 each. That makes $380,000 the maximum possible earning potential for somebody controlling exactly three districts. The final upgrades require $420,000, so even the richest three-district allocation leaves an underboss $40,000 short.
You could give one person an additional district and push them towards those final rewards. But that fourth district has to come from somewhere, and the underboss losing out may not appreciate Lincoln's sudden enthusiasm for concentrated wealth.
If keeping all three alive is your priority, the $420,000 perks are a reasonable sacrifice. Most of the useful benefits remain available, and the difference between three cooperative allies and two furious ones is rather more significant than another health upgrade.
What About Different Endings?
Mafia III doesn't require Lincoln to maintain a happy three-way alliance. You can deliberately favour one underboss, let another become hostile, or pursue a different balance of power. The game's ending also lets Lincoln decide whether to remain in New Bordeaux or leave, with the surviving underbosses influencing what happens afterwards.
But don't assume equal district counts guarantee a particular successor if Lincoln leaves. Community accounts disagree about precisely how closely balanced outcomes are resolved, and the exact tie-breaking rules aren't firmly established. If you're pursuing a specific ending rather than the safest empire, plan around that objective separately.
The Best Mafia III Underboss Strategy
Give Cassandra, Vito and Burke three districts each. Keep both rackets with the person who will ultimately own the district, complete their support missions, and avoid repeatedly favouring one associate at somebody else's expense.
For our preferred combat-focused arrangement, give Vito two $140,000 districts so he reaches the $370,000 hit-squad upgrade. Cassandra and Burke will still receive substantial benefits, and nobody has to surrender their share of the city for Vito to get his extra gunmen.
There is no need to chase a supposedly perfect geographical arrangement or believe every rumour about which neighbourhood an underboss secretly prefers. What matters is the income, the rewards, and whether your associates still trust you when the shooting stops.
Lincoln can conquer New Bordeaux by killing practically everyone who disagrees with him. Running the place afterwards requires the considerably more advanced skill of remembering what he promised people.

Mafia III Underboss Strategy FAQ
What is the best way to divide districts in Mafia III?
Give Cassandra, Vito and Burke three districts each. For the best combat-focused setup, give Vito two districts worth $140,000 apiece. This allows him to unlock his elite four-man hit squad while maintaining a balanced distribution of territory.
Can you keep all three underbosses alive in Mafia III?
Yes. Distribute districts fairly, assign both rackets to their intended permanent owner, and complete underboss loyalty missions. Avoid repeatedly taking territory away from anyone. A balanced distribution is the safest strategy, although it cannot guarantee loyalty if earlier decisions have already damaged relationships.
What happens if an underboss betrays you?
An underboss who turns against Lincoln becomes permanently hostile and cannot be recruited back into the organisation. You lose access to their services, making it important to manage loyalty before the relationship deteriorates beyond repair.
Does it matter which districts you give each underboss?
The district's earning potential matters more than its name. Districts worth $140,000 help underbosses reach higher upgrade thresholds faster. There is no reliably established evidence that assigning a particular neighbourhood to a specific underboss automatically provides a special loyalty bonus.
Can you unlock every underboss upgrade while keeping districts equal?
No. With three districts each, an underboss can earn a maximum of $380,000, while the final upgrades require $420,000. Unlocking those rewards requires concentrating additional territory under one underboss rather than maintaining a 3-3-3 distribution.
