Quick Verdict
If Pavel isn't calling, you're almost certainly still on cooldown.
After completing the Cayo Perico Heist, Rockstar makes you wait before you can start another run.
Current cooldowns are:
Completion | Cooldown |
Solo | 144 real minutes (2 hours 24 minutes) |
With at least one other player | 48 real minutes |
Once the cooldown expires, Pavel will contact you so you can pay the setup fee and begin another heist.
If you're waiting... you're waiting.
Pavel hasn't ghosted you.
While Pavel is pretending he doesn't know your number, someone else in Los Santos is practically throwing money at you. Check this week's GTA Online Weekly Grind and find out which bonuses are worth committing crimes for while your submarine therapist enforces mandatory time apart.

Why Did Rockstar Add a Cooldown?
Because players were treating El Rubio's island like a cash machine with palm trees.
For years, experienced players could grind Cayo Perico almost endlessly.
Rockstar eventually decided enough was enough.
The cooldown forces players to rotate into other businesses instead of repeatedly robbing the same millionaire until he qualifies for financial counselling.
Why Isn't Pavel Calling?
Usually it's one of these:
You're still on cooldown
This is the most common reason.
If you finished the finale less than 144 minutes ago (solo) or 48 minutes ago (crew), Pavel simply won't call.
You already have an active heist
If you've already paid the setup fee and scoped the island, Pavel has nothing new to offer.
Finish or cancel the existing heist first.
You're waiting for Hard Mode
Hard Mode isn't available forever.
Once Pavel contacts you after the cooldown, you have 48 minutes to pay the GTA$100,000 setup fee.
Miss that window and the heist returns to Normal difficulty.
Think of it as Rockstar saying:
"Congratulations. You were finally on time. Shame you waited another hour."
Can You Skip the Cooldown?
No.
There is no legitimate way to remove the cooldown.
Changing sessions won't help.
Changing lobbies won't help.
Looking at the Kosatka with disappointed eyes won't help.
Time is the only cure.
What Should You Do During the Cooldown?
This is where a lot of players lose money.
Instead of staring at the submarine hoping Pavel suddenly changes his mind, run something else.

They rotate.

Does Playing With Friends Really Reduce the Cooldown?
Yes.
Finishing the finale with at least one other player reduces the cooldown from 144 minutes to 48 minutes.
That's one of the few remaining advantages of running Cayo with a crew, alongside easier access to compound gold.
Of course, it also means trusting another human being not to alert every guard on the island because they spotted a shiny motorcycle.
Life is full of difficult choices.
Verdict
The cooldown isn't a bug.
It isn't Pavel ignoring you.
It isn't Rockstar secretly punishing your account.
It's simply the system working exactly as intended.
Use the downtime to make money elsewhere, then come back when El Rubio has had just enough time to convince himself nobody would possibly rob him again.
History suggests he remains gloriously optimistic.
